ML Ready Mix - December 2021 Update

This is to provide an update on the ML Ready Mix relocation efforts as of December 17, 2021.


Our inter-divisional working group continues to meet bi-weekly to ensure that progress is being made, to make sure that any issues that arise can be dealt with quickly, and to hold ML accountable for their requirements. This working group includes the Deputy City Manager, staff from Corporate Real Estate Management, City Planning, Transportation Services, City Legal, and CreateTO.


What progress has been made to date?

  • Adoption of the zoning by-law amendment at City Council.

  • Notice of Approval Conditions (NOAC) has been issued.

  • Site Plan Agreement has been finalized and signed by ML.

  • Permits from the Toronto and Region Conservation Authority (TRCA) have been secured.

  • Site preparation work by CreateTO has been completed, which included the removal of concrete dividers, bunkers, walls, parking curbs, and waste containers.

  • The Ministry of Environment has issued an Environmental Compliance Approval to ensure there are no delays from the Ministry that could prevent operations from beginning at the new site.


What are the next steps?

  • ML will supply a detailed construction schedule at the end of this year.

  • ML anticipated to take possession of 545 Commissioners Rd in January to begin construction of their business operations.

  • Toronto Building will work to issue all necessary building permits.

  • We anticipate ML's batching operations to shift to the Port Lands in Spring 2022.


The City continues to inspect ML several times per week, and investigates all concerns regarding truck operations, spills, and any other complaint relayed by the public. The Ontario Ministry of the Environment, Conservation, and Parks visited the site a number of times over the summer, which included reviewing truck logs and during their visits they observed no compliance issues. The Ministry noted that ML is adhering to the requirements of their Best Management Practices Plan (BMPP) for noise and dust. The Ministry has advised that they will continue to ensure that ML's operations are conducted in accordance with ministry legislation and their Environmental Compliance Approval.
