Over the past several days I have received calls, emails and tweets about disturbing material being left in residents' mailboxes. The group responsible for dropping these flyers is called "Canadian Centre for Bio Ethical Reform" and it is my understanding that this is a pro-life group motivated by the upcoming federal election.
As soon as I became aware of this group's actions, my office immediately contacted Toronto Police to advise them of the situation. An officer attended the demonstration that was underway at the time but ultimately this type of material is not considered "hate speech."
Understandably some people are angry and disturbed by the graphic content of these flyers and the invasive way they were delivered (into mailboxes on private property). Regardless of one's personal stance on the pro-life/pro-choice movement, there is no debate that no one should be subjected to these kind of images without their consent.
Unfortunately the material and the way in which it was distributed is not covered under Municipal Law and therefore my ability to intervene is limited. However, upon receiving direction from our Etobicoke-Lakeshore Member of Parliament Bernard Trottier's office I can advise the following:
The Centre for Bio Ethical Reform is an Alberta based organization with an office in Toronto, and whose actions are protected under the "Canadian Charter of Rights and Freedoms" .
If you receive(d) disturbing materials you should contact the organization at 1-403-774-7467, email them at firstname.lastname@example.org or write them on Facebook here: https://www.facebook.com/canadiancbr. Provide your address and clearly state that you do not wish to receive such material from this organization. Advise them that should you continue to receive material you will contact Toronto Police and pursue harassment charges.

Finally I do wish to warn you that should you Google this group or access their website, you will be presented with graphic images that may be disturbing.
Unfortunately, as your municipal representative, I am not able to take any further action but I sympathize with those who were impacted by this material.
