Motion to Re-open EY18.15 (July 7, 2008)Traffic Assessment – The Kingsway neighbourhood: MOE Part II Order Request Resolution

SUMMARY:

 At the July 7, 2008 meeting of Etobicoke York Community Council (EYCC), item EY18.15 lost on a tie vote (5-5).

 

I am moving to re-open this item to allow Councillor Milczyn to separate the Staff Recommendations as they involve two types of traffic calming recommendations (which meet technical warrants of the Traffic Calming Policy), Staff recommended four speed humps and intersection improvements to correct excessive pavement widths.

 

At the May 18, 19 and 20, 2004 meeting of Toronto City Council, in considering Report No.3, Clause No.8a. of the Toronto West Community Council, Council supported Staff Recommendations and directed Staff to poll residents of The Kingsway for 12 speed humps. Polling was completed. Poll results were positive.

 

When the Notice of Completion was posted in the local media, residents from adjacent streets objected to the 12 speed humps to the Ministry of the Environment (MOE). In December 2005, the MOE directed Transportation Services and Councillor Milczyn to resolve this matter at a local level, or they would proceed with an individual EA as a Part II Order.

 

BACKGROUND:

 Transportation Services’ Report to EYCC at July 7, 2008 contained the results of a two-year community consultation process. A local Working Group, Councillor Milczyn and Transportation Services senior staff met regularly over this period to review and resolve differing positions within this neighbourhood on how to ‘calm’ identified speeding concerns on The Kingsway. All available traffic calming options were thoroughly studied and reviewed by the Group.

 

A compromise community-based solution to install 4 speed humps vs. the 12 originally proposed by Staff was agreed upon by all Working Group members, Councillor Milczyn and Transportation Services Staff.

 

 

REQUIRES RE-OPENING:

 The Etobicoke York Community Council took no action on this matter, in that a motion to

approve the installation of the speed humps lost on a tie vote. A Councillor on the prevailing side must move to re-open.

Yes: Councillors DiGiorgio, Milczyn, Nunziata, Palacio and Saundercook (5)

No: Councillors Ford, Grimes, Hall, Holyday and Lindsay Luby (5)

Absent: Councillor Mammoliti

Motion lost on a tie.

 

RECOMMENDATIONS:

 1. That Item EY18.15 from July 7, 2008 Etobicoke York be re-opened.

 

2. That Staff Recommendations 1 and 3 be voted upon together; recommendation 2 voted upon separately; and recommendation 4 voted separately.
