NOTICE OF MOTION
Parking of Large Vehicles on Lake Shore Boulevard West between Superior Avenue and Royal York Road.

SUMMARY:
In recent years, there has been a growing concern regarding the overnight and extended parking of large vehicles on Lake Shore Blvd W. The City's current Bylaws state: that no person shall park a vehicle on a highway in such a manner as to interfere with the movement of traffic or any location where it would create and impediment or obvious hazard. The Bylaws restrict parking to a period of three hours, but this is only enforced if local residents file a complaint, and if staff are available to attend the location twice, to first mark the vehicle and then to ticket it three hours later if required.
Trucks, other commercial vehicles and large recreational vehicles presently park overnight on the street regardless of their size, and are rarely ticketed. The Councilor’s office and City of Toronto Staff have received numerous complaints regarding school buses, recreational vehicles, large trucks, stretch limousines, boat trailers and commercial vehicles parking overnight or for extended periods of time on Lake Shore Boulevard West. These large vehicles, when parked for extended periods of time, are disruptive, a safety hazard, create a parking shortage, and cause a view obstruction. Some of these vehicles are quite old, are sprayed with Graffiti and detract from the character of the neighbourhoods.
Community members have proposed amendment the bylaw be amended that all vehicles and trucks over 6.4 m in length, as well as recreational vehicles will be prohibited from parking overnight on the street. Since the parking of large vehicles has been a source of neighbourhood conflict, it is proposed to amend the City of Toronto Bylaws in order prohibit these vehicles from parking on Lake Shore Boulevard Wes. It is anticipated that an amendment to the bylaw, would enable staff to respond to complaints from the public on this issue, enforce and ticket offenders, or have the offending vehicle towed
RECOMMENDATIONS:
1.THAT City Staff prepare a report for the next meeting of community council on the amendment y of Traffic Bylaws to prohibit overnight parking, between the hours of 10:00 p.m. and 6:00 a.m. of the following day, of large vehicles , commercial vehicles and large recreational vehicles on Lake Shore Blvd West from Superior Avenue to Royal York Road
